Sponsored by the Naval Sea Systems Command (NAVSEA) the SeaPort Enhanced Contract is a 12-year, multiple-award ID/IQ contract to provide all aspects of professional support services required by the Navy SYSCOMs and their related Program Executive Offices (PEOs) and field activities. The SeaPort Enhanced Contract has a base year total ceiling of $23,186,422,000. The SeaPort Enhanced Contract provides a vehicle to procure professional system safety and engineering services/management and logistics support services for authorized users through all phases of ship, aircraft, and weapon system life cycle - technology development, concept exploration, design, specification development, construction/production, test and evaluation, certification, operation, maintenance, improvement/ modernization, overhaul and refueling, salvage and disposal.

• This contract offers a full range of professional services in support of Navy programs.
• All of the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, and NAVFAC), MSC, SSP, and USMC and their related Program Executive Offices (PEOs) and field activities are supported by this contract.
• TheESHgroup Team provides professional services in four functional areas of the statement of work including engineering support, system safety, test and evaluation, and logistics support. These services are provided within the National Capital Zone (Zone 2).

• Ombudsman:
  While the individual Task Order Contracting Officer should be the first point of contact for industry seeking resolution of issues, each ordering activity has an established Ombudsman. The Ombudsman represents an impartial party. An overarching Ombudsman exists at the Naval Sea Systems Command Headquarters for the resolution of issues involving one or more ordering offices or if resolution from an ordering office Ombudsman is not sufficient.
